Bench testing a starter is not the same as if the starter was bolted on the engine, you don't have a load on the starter from turning over the engine.
Basically it's just free spinning without a load. Also battery connections play a role, as I'm sure you probably know already. If all connectios where clean and the starter mounting bolts are clean and tight more than likely the starter going bad. I like your idea of putting a few batteries in parellel for a few extra amps :) Dont feel too bad, when I onced worked at Sears a customer came in complaining about his battery, it wouldn't crank. After testing everything it turned out his starter was bad, pulling over 200 amps but still wouldn't turn-over. He was unable to purchase a starter so I had to get his car starter some how. I put the battery charger on the battery with the amps max out, still wouldn't turn. Then I hook up another battery with a jumper cable and the charger then it finally turned over. Now there are a few amps for you.
